    1. Determine who you are writing for: An internal UU audience, an external public audience, or both. 

    2. Draft your document to cover the following, but keep it as brief as possible. Your document should cover who will do what to whom, when, where, why, how. Remember to include as many as three main points, most important first, second most important last.
